A workshop to inform the review of Priority Need in Wales

 

 

An overview of the review

Welsh Government has commissioned a review of the Priority Need test within the Housing (Wales) Act 2014. The review is being led by Cardiff University and the review team includes colleagues from Heriot-Watt University, Wrexham Glyndwr University, Cardiff Metropolitan University, Alma Economics and two independent consultants.

 

The review aims to understand how the priority need test is being implemented in Wales today, explore future options for change, investigate the possible impacts of any changes, and examine implementation issues associated with any changes.

 

Sector Workshop invitation

The first stage of the review will be a workshop with the housing and homelessness sector and organisations where the priority need test may be relevant (e.g. offending, social care, domestic abuse). The workshop will focus on current implementation of priority need and will explore options for change. We encourage a range of organisations to participate, including; local authorities, third sector and umbrella body organisations, and organisations representing subgroups of the homeless population (e.g. young people, rough sleepers, women, BAME).

 

Due to capacity constraints and our desire to achieve a mix of participants, organisations can send up to two people and we will have to enforce a cap on the total number of participants. If you are willing to participate, please sign up to attend a workshop in Wrexham or Cardiff. Participants wishing to participate in Welsh should attend the Wrexham workshop and should state this preference when signing up. The Wrexham event will be bilingual.

Trosolwg o'r adolygiad

Mae Llywodraeth Cymru wedi comisiynu adolygiad o'r prawf Angen Blaenoriaethol o fewn Deddf Tai (Cymru) 2014. Mae'r adolygiad yn cael ei arwain gan Brifysgol Caerdydd ac mae'r tîm adolygu'n cynnwys cydweithwyr o Brifysgol Heriot-Watt, Prifysgol Glyndŵr Wrecsam, Prifysgol Metropolitan Caerdydd, Alma Economics a dau ymgynghorydd annibynnol.

 

Nod yr adolygiad yw deall sut mae'r prawf angen blaenoriaethol yn cael ei weithredu yng Nghymru heddiw, ystyried opsiynau ar gyfer newid yn y dyfodol, ymchwilio i effeithiau posibl unrhyw newidiadau ac archwilio ystyriaethau gweithredu sy'n gysylltiedig ag unrhyw newidiadau.

Cam cyntaf yr adolygiad fydd gweithdy gyda'r sector tai a digartrefedd a sefydliadau lle gall y prawf angen blaenoriaethol fod yn berthnasol (e.e. troseddu, gofal cymdeithasol, cam-drin domestig). Bydd y gweithdy yn canolbwyntio ar sut mae angen blaenoriaethol yn cael ei weithredu ar hyn o bryd ac yn edrych ar opsiynau ar gyfer newid. Rydym yn annog amrywiaeth o sefydliadau i gymryd rhan gan gynnwys: awdurdodau lleol, cyrff trydydd sector a chyrff ymbarél, a chyrff sy'n cynrychioli is-grwpiau'r boblogaeth ddigartref (e.e. pobl ifanc, pobl sy'n cysgu allan, menywod, BAME).

 

Oherwydd cyfyngiadau lle a'n hawydd i sicrhau cyfuniad o gyfranogwyr, gall sefydliadau anfon hyd at ddau berson a bydd rhaid i ni osod cap ar gyfanswm y cyfranogwyr. Os ydych chi'n fodlon cymryd rhan, cofrestrwch i ddod i weithdy yn Wrecsam neu yng Nghaerdydd. Dylai cyfranogwyr sy'n dymuno cyfrannu yn Gymraeg ddod i'r gweithdy yn Wrecsam gan nodi'r dewis hwn wrth gofrestru.
